Turner was prone to include elements of a composition from a series of visual sketches made in-situ that would then be "spliced" together back in the studio to form the end result. There is every chance that the windmill you refer to never actually existed in the place that it appears in the painting, although it would be interesting to be proved otherwise if anyone knows.

Thank you very much for your answer. I have started a silly project of standing on the same spot as Turner did when he painted local scenes. It's a good area to do this as he painted a lot in West Sussex in places like Petworth, Arundel and Chichester. I have just checked on the first edition Ordnance Survey of Brighton and Chichester and there is a windmill! It looks like it must have been just south of the roundabout but I would like to know exactly where it stood.
I am sure someone in Arundel will know.

There was in fact a windmill on the site you mention. The site was called Portreeve Acres and I have images of the last mill on this site.
